this is to report someone that is abusing this site;
some users will post garbage or bad words. it is a way to have the Answers community to point out people who are not welcome here.
When you click on report an abuse you are sending an email with the abuser's details to the Answers Customer Care. Your own information is not reveled.

To report to the site administrators that another user is, in your opinion, in violation of the community guidelines. Your question could be affable and friendly, or caustic and full of hate-mongering - it doesn't matter - rules are rules, and breaking them is as easy as saying "Did you have a nice day?"
There is no effort to distinguish one form of violation from the other - all violations carry the same penalty. The content in violation is removed, points are deducted, and an email notice is sent to you. You are supposed to be able to contest the violation, but I have not ever had that work for myself personally.
I do not use that button.

to get back at people who post answers you dont agree with. Or at least, thats what people seem to use it for.

to report if the question/answer suggests something about sex, violence etc.. or racism ocasionally

i think it's for when people think it's a really bad - i mean like inappropriate - questions or answer. that happened to me once...^^;
