So I'm 20 years old and I thought I was pretty good with this kind of stuff, but I'm coming across 13/14/15 year olds on myspace where they take their picture, and edit the color of their eyes, whether its from brown to blue, or blue to teal ... etc. What program does this, and how do I do it?! Your help would be greatly appreciated :)

However....Paintshop Pro v11 does a lot of stuff like this really easily. Hint .. try using redeye fix to change colour of eyes .. it works great!! Available for 30 day free trial at http://www.corel.com and under $100 to purchase. Well worth it.

i recommend photoshop or fireworks. MS paint should not be considered a photo editing software, but more like a waste of a program.
the editing is failry simple. select the area to be "hued" and desaturate the rest of the picture(make it black and white). then with the area you selected still in color, you can choose the hue, or color, that you want it to be.

Photoshop is the best and can do it all but to learn it is a course by itself i suggest you join forums at adobe.com and search google for "free photoshop tutorials", good luck
