Even though he's been fixed, has your other cat, assuming it's a female, been fixed? If not, then when she goes into heat, the natural instincts may kick in. We had a dog that had been fixed when he was less than 4 months old and had never mated. A few years later, we got a female dog and when she went into heat, he did mount her and have sex with her. So, it's definately the natural instinct that kicked in for him there.
If your other cat is a female that has not been fixed I would suggest either fix her, if you don't plan on breeding her or keep them apart when she goes into heat.
If your other cat is a fixed female or male, then it's probably a dominance thing and he's is only going through the motions to prove he's the dominant one.

It doesn't matter if he fixed or not of course he's gonna try to mate it's a natural thing lol but look at it this way no kittens he's fixed.Nothing to worry about let him do it otherwise you'll have a very unhappy cat

It depends how long ago he was desexed. If it was in the last 6 to 12 months dont worry as there is nothing you can do yet. This process takes about 6 to 12 months to become effective. They are so used to having all these raging hormones in there body that they dont really realise that it is gone yet. Then one day he will ask himself why did i get those urges? He wont do it for too long, i got my dog desexed about 6 months ago and i tell ya it seems as if he has gotten worse! But i have slowly noticed that he calming down and not marking his teritory and stuff like that nearly so much.
Good Luck and just hang in there for a bit longer.

Hi there...cats will mount (e.g. bite the scruff and hump-like the rear) other cats sometimes larger than themselves because it is a form of dominance behaviour to let the other cats know he is the top/alpha cat. It is no longer sexual rather a dominance behaviour. As embarrassing as it may be you could try distracting him with a treat or toy to discourage the habit, however they do this throughout their lives

A fixed cat just has lost the ability to impregnate a female not the urge to try. Leave him be it's just remembrance of joys past.

you should leave them alone its nature and you can have a kitten but if your mother doesn't want you to have another cat then separate them the boy is in a cage

Nothing, he can do no harm, sometimes in animals the urge is there even though they have been neutered. It is natural.
