I think that you have a moral obligation to do so. If you don't and you know that you are a high risk and you infect your partner, in some states this is a crime!
Besides, turn it around... If your parter was a high risk person (prior IV drug use, 10+ sex partners or male homosexual relations (because of anal tearing)), wouldn't you want to know.
Wouldn't you want to be in charge of something that could potentially effect you for the rest of your life?
