You need to check with the country you are from to see what the procedure is to get a passport from them. For the US, the page at http://www.cheapflights.com/travel-tips/getting-a-passport.html summarizes some practices for US Citizens visiting other countries.

If you are a US citizen you do not need a passport to go to New York. US citizens can visit any state in the US that they want to without a passport. They only need them to visit foreign countries.

If you're coming from out of the US then check with the government of your home country to find out how to get a passport that will allow you to visit the US. If you plan to stay a while you might need a visa (not the credit card, but another document). A visa might allow you to stay to work or go to school or other things and requires approval from the US government for you to stay for a longer time.
