Yes it has calories. No, it is not a good choice for losing weight. It is a short chained carbohydrate and very starchy which will digest very quickly and turn to sugar in your system, and then raises your blood sugar. The rise in blood sugar tells your body to store fat. Probably not what you are after. Rice cakes are especially bad.
On a diet you definately don't want to eat white rice. If you must have rice, choose unpolished brown rice which gives you more fiber which slows down your digestion. Even then eat it only in small amounts.
If you want to lose weight, eat more raw vegetables and exercise more. Raw vegetables slow the digestive rate which leaves the food on your stomach longer. Also, divide your daily calorie intake by 8 and eat 8 small meals evenly spaced through the day. Eating increases your body's metabolism which causes you to burn fat faster. So eating 8 tiny meals during the day burns more calories than eating the same amount in 1 larger meal. Skipping meals actually causes your body to want to store body fat.
Limit "white" foods and try to cut them out entirely. No milk, potatoes, rice, flour, sugar, etc. White foods are high in calories and low in fiber. You want to eat bulky food that fills you up but doesn't have many calories. A cup of cooked white rice is about 170 calories. You can eat almost 4 cups of cooked green beans to get the same amount of calories.
And, if you were eating raw celery, it would be 10 and a half cups to get that same amount of calories. And that is before chewing and digesting which also burns calories. Once you factor in the amount of effort that your body expends in eating celery, it actually becomes almost a negetive calorie count! So if you were to just fill each meal with some celery, it would help keep your stomach feeling full without giving anything for your body to store as fat. I'm not saying to just eat celery, rather I am saying to eat a healthy mix of various foods including celery. Chop up celery and add it to everything you eat: soups, salads, etc. But when eating salads, strictly limit the amount of dressing you put on! Dressings are often overlooked as a source of hidden calories, and many of them are filled with fatty oils and sugars.
If you do all these things, you WILL lose weight.

No, rice has calories just like potatoes and pasta. If you want to lose weight limit yourself to 1/2 a cup cooked plain rice a day.

About the only thing that doesn't have calories is water. Steamed, long-grained white rice is fine as an addition to your diet and one cup has 161.7 Kcals.

yes, and it is a short chain carbohydrate. One of the worst things you can eat are short chain carbs. They turn into sugar quickly, then ur hungry again.
