Prefferably you wouldn't have to, but air would be your best bet. Are you moving there, or is there someone there that wants your dog? If you're moving, take the dog onboard if ever you can because a voice of comfort is going to be far better than the response of the baggage and other terrified animals that'll be in the hold with it.
If it's a big dog, cry "I"M BLIND AND HE IS MY SEEING EYE DOG!!!" and that'll let you take it with you on the plane.
If you're just shipping to someone else, then that's not a good idea because it's incredibly stressful. Think about if you were five, they put you in a box you could barely move around in and sent you off to someone you didn't know. It's a harsh reality, but that's probably the best idea of how to explain it.
Either way, call the airlines.

The easiest thing is probably to fly it. But start checking with airlines in terms of restrictions/requirements. All air travel requires that the animal be checked by a vet. The pet's health and acclimation to cool weather must be verified by your vet.
If the dog is flying cargo, there are some restrictions about kennel size, paper work, etc. Check with the airlines.
We had a dog shipped to us, and everything went well.

contact your local pet store there are special ways to ship animals they will know how, the store i used to work for shipped puppy all over the country
