While I agree with Sunshine, let me say "it depends on the guy".
Obviously there's the physical attraction thing. If he doesn't just come up and talk to you though, he's probably got a low self-esteem keeping him from stepping up.
Then there's the sexual addiction thing. Some guys just sit around looking at women, sometimes fantasizing about them later. Pay attention to where he's looking.
The other thought might be, he's not looking at you and you're self conscious. (Just a thought)
The best thing to do is, when he does just ask him. Literally walk straight up to him and say "see anything you like?"
If it was me, I'd probably crumble like a burnt cookie.

When a guy stares at you as you pass it's because you're hot. He stares at you because he wants you to look back. When you look back he thinks you're attracted to him, and it makes him feel like he could have you if he wanted. But when he looks at you and you don't look back, he wants you even more because he thinks he can't have you. If you want him to approach you, look at him once, then look away. If he thinks he's good enough for you, he'll approach you, but if he just stares, just know that you look extremely hot that day, and he's too nervous to approach you.

It's just in their nature....they seem to think it's okay to stare at a woman like they're undressing her with their eyes,for some reason they have to stare at every woman they walk by....It's like it's genetic or something!

I'm guessing because he's checking you out...he thinks you're hot, or something about you is hot....or maybe you have something stuck in your teeth...it could go either way unfortunately.
