The average IQ is 100. More people in the population have IQ's of 100 than any other IQ.
An IQ of 90 is slightly on the low side. One of 80 is slow. One of 70 means someone has retardation. People with severe retardation can have IQ's lower than that.
An IQ of 110 is above average, and quite a few people have that. An IQ of 120 is nicely above average, and there are even quite a few people who have that. A IQ of 130 is well above average. Not as many people have 130, although this IQ isn't all that rare either. IQ's of above 140 are considered "superior intellect". IQ's over 160 are considered rarer and in the top one percent or so.

Umm, the average IQ is around 100, if that's what you mean.
