Since you make no mention of where you're starting from, I'll assume you mean the UK.

In that case, the cheapest way is Oasis Hong Kong from Gatwick to Hong Kong, then Cebu Pacific from HK to Manila/Cebu.

well even though im filipino, id say, maybe take the american airlines. they are the cheapest ones ive seen so far . check it out. happy holidays!
