You can't. The demand for such a thing is probably very low so the big companies don't make them.
But, there is a solution.
Most adult stores have a humor section....drinking straws in the shape of penises, pillows shaped like breasts.....and in such a section, you can find overly large condoms.
These condoms are obviously not meant for penises, but who's ro say you can't use it for your foot?
They are exactly the same as normal condoms; ie, lubricated and sealed. Only, they are much bigger.
You could slide one of these onto your foot to prtect yourself from whatever you are planning on doing.
