Here's the joke. It's from Reader's Digest page 150 of the January 2007 edition:
Three boys are bragging about their fathers.
"My dad can shoot an arrow and reach the target before the arrow does."
"Well, my dad's a hunter and he can fire his gun and be there before the bullet."
"That's nothing," the third boy says. "My dad works for the city. He stops working at 4:30 and gets home by 3:45"
The last part, I don't get...help?

The City workers are government workers. You always see those people standing around or leaving early. ; )

He means his dad gets off of work at 4:30. However, in some cities, the employees leave early, therefore the man is home before he is supposed to be.

In my city, the sanitation people work four days per week, 10 hours a day. They have a specific route that must be taken care of, if they finish early, they leave, but are still paid for 10 hours. Even worse, if they finish early and help with someone else's route, they are paid overtime, even though their official workday is not over.

It means that the dad goes home one day earlier - 3:45 in the morning (in fact, one day late if you take into consideration all the previous days/time) than his time off from work, because he goes somewhere else for the evening and goes home only at 3:45 -dawn.

I think it means that the dad leaves for work at 4:30 a.m and comes back at 3:45 a.m., or vice versa.

The punch line became slightly off, it would examine " The third candidate stated,"you're wearing touch Lenses" the chief became inspired that he might observe so effective a component, so he employed him there and then. while the guy started paintings 2 weeks after, the vice chairman went to him and stated " i became very inspired which you knew i became wearing contacts how did you notice that? "properly" says the recent hire " I figured with each and all the computing device paintings and your age you had to have susceptible imaginative and prescient, and if that became actual which you had to placed on contacts in view which you have not have been given any f___king ears."

the clock at work is different from home? one is 4:30 at home it's 3:45, even so i don't get it

well, either he left work early or it means 3:45 am, which would insinuate that he goes to strip clubs and such. either way, its not a very good joke.
