He needs some positive reinforcement when he uses his papers, perhaps a small treat and a good pat on the back. If he goes in the living room then tell him NO while he's in the act and pick him up and carry him to the pads.
I am a firm believer in the crating method and that a dog should go outside to relieve himself. Since you aren't doing either of those you will probably always have issues. Try the positive reinforcement and the firm NO when he's in the wrong spot. Have him sit or stand close to the accident, show him and tell him NO, do not rub his nose it in, he'll see what he did. Then remove him from the room while someone cleans the mess so he doesn't see it getting cleaned up. By this age he has you trained and you clean up after him wherever he goes and heck, why not go wherever? Some strict crating and outside walks are what would be best, if done consistently on a schedule you can still get him trained. He's smart, maybe too smart since he's gotton away with it for so long.
There are good books and vets to use as resources on the crating method.

I breed and raise Min Pins and my male, started going in the house after being trained and I had to start the whole prosess of potty training agian, I had to put him on a scedule of potting,,, I am a firm beliver of taking them outside instead of letting them use potty pads or newspaper cause that just teaches them that its ok to go into the house,, start crateing him when ever your not watching him and then when you get him out of the crate take him outside, get a crate that is big enough so he can stand up in, turn around and then lay down, if you get one that is to big then he will use a corner to go in and move away from it, every time you have to leave put him in his crate and when you return take him and always praise him and make big fuss over it, when you go to bed take him out to go potty before putting him in the crate at night,,, My min Pins love their crates they feel very secure in them and the crate is like a den to them,,, but this will take some time cause he is use to going on pee pads but just be patient with him and he will be trained in no time,, I hope this has helped and good luck with your little guy,,

Have you tried crating him, I heard from a trainer that when they have an accident, remove them from the room put them in their cage, don't let them see that you are cleaning it up, and use enzymatic cleaner. Also keep track of how often the go potty, you'll notice a pattern and than you can go by his schedule to counter his accidents. That's how I trained my dog and to this day a year later no accidents.

how long have you had your dog? lf you just recently recieved him then that is the reason the other people may got rid of him and if you had him for six years, why ask that question now. he maybe have bladder infection or a medical prombles. check that out first
