Nothing you buy your mum will ever replace the love between you, a gift like this will make her feel special but will not replace for a second the special bond you have.

Give her something more valuable to her, and at little cost to you, and free to your bank, give her your time, give her your love.

I lost my mum earlier this year, to have her back would be the most precious gift of all

If you pay it off on the smallest amount possible on the card add up what that necklace will actually cost you!
Pay the thing off as quickly as possible and don't be hiding things from your husband. Money issues hidden quickly become huge problems in a marraige.

I think your mom would also be upset with you for spending money you do not have in your account now, so why not get her a lovely freshwater pearl necklace, they are beautiful and not nearly as costly, and maybe some day you can get your mom the more expensive one but right now please do not

If you feel it's worth it - nobody should be able to fault you. Is it necessary to tell your spouse this, if you think he'll be mad? T-H-I-N-K !! Blessed Christmas !!
