It depends what you find fun. I would think that for most people, Germany would be a better choice because of all of the interesting cities, international flavor, and variety of things you can do.
Ireland has a beautiful countryside and wonderful scenery but is much more mellow by far. Nightlife for most is enjoying beers in a warm, quiet pub with your friends. Sure there are sites to see, and things to do, but.....
Not compared with Germany. Germany is also so much larger and you get a true feel of being in Europe, while Ireland is more of it's own entity.
Good luck. Either sounds good, but Germany would be my pick.

Germany. Why? This can be answered in one word: Thüringenwurst. Of all the sausages I have eaten in Germany, the stuff from Thüringen is the best. Also quite good are the döner kebabs.
A lot of Italians also come to Germany to open up their ice cream cafes. There are so many different ice cream creations, and they're all delicious.
If there's any reason why I keep going back to Germany, it's mostly because of the food. No German restaurant in America can replicate the goodness of German food. Seriously. The Hofbräuhaus in München is noticeably better than the one in Las Vegas that my friends and I frequent.

Germany has several different interesting sites you can see. There are various castles, such as Walt Disney's castle inspiration Neuschwanstein, and historical sites like the concentration camps. They have wonderful food! If you are a beer or wine connessiour, you will definitely love Germany! I live there and think it is a wonderful place to be...it is very easy to get around, even if you don't speak german because many germans speak fluent english! The prices of your souvenirs are drastically cheaper in country as well, get a cuckoo clock while you can!

As far as I know there is not a sim card that works in all of Europe that doesn't work on roaming (ie you buy in country A, but as soon as you cross the border to country B then you start paying a different price and usually a very expensive one!) So you may have to consider buying 'pay as you go' sim cards which are pretty cheap. In the Netherlands at least you can get them anywhere like newsagents, supermarket's, petrol stations, phone shops etc.

Germany has more neighboring countries to go to when one doesn't like the local fauna.
