I have a German Shepherd who is also a digger. I had to put down chicken wire (flat on the ground) to keep her from turning my backyard into a moonscape.
My husband thought I was crazy, but it was the only thing that worked.

1.Comfort.
If it's too hot out, a hole will be cooler and more comfortable for your dog. If it's too cold, a hole may provide shelter from the wind and place to conserve body heat.
2.Food Storage.
Dogs bury bones and other surplus food so they will have it when they need it. Even though you've fed your dog twice a day for the last 6 years, they always want to be prepared for a famine.
3.Nesting.
Your female dog, whether she's pregnant or not, may dig a nest to have her puppies.
4.Boredom.
With nothing else to do, digging for fun might be amusing. Digging as an escape route offers a world of wonderful things to do!
5.Love is in the air.
Both male and female dogs will dig out of their yard to reach a member of the opposite sex when love is on their minds.
6.It's in their nature.
Is your dog on this list of known diggers? Siberian Husky, Alaskan Malamute, Samoyed, Fox Terrier, Airedale, Cairn Terrier, Afghan Hound, Dachshund, Weimaraner, Golden Retriever, Labrador Retriever, Cocker Spaniel and Doberman Pinscher.
7.A love of flowers.
Frankly, some flowers are irresistible. They just have to be dug up! (Super Dog's owner was very silly one Fall. All the tulip bulbs were buried with a heaping tablespoon of bone meal. Duh . . . bone meal, now I wonder what that is made of? Besides the fact that all the bulbs had be be reburied after they were dug up, the dog was very frustrated that she never did find the bone!)

i used to have this problem as well.. it was a boxer.. as a boxer, he is very active and playful.. so we had a problem of him biting and chewing mostly everything.. but this problem starts to fade as he grows older, when he was around one or two years old, he started to behave very well.. ermm.. u can try to shift the plant away for a moment till he grows a little older or you only let him go near the plant when there is people around.. otherwise when you are not around, tie him up or put him into the cage, when you see him eating or digging your plants, go to him with a rattan or scold him fiercely.. he do understands that you are scolding him or beating him due to his action.. whenever my boxer does any wrong such as biting and chewing our clothes, my mum scolds him and sometimes beat him.. he understands why he gets the scolding and beating.. the next time he never bite the clothes again.. i hope this will help :)

Do not leave the dog outside unattended and keep your dog inside when you are not home. How can you prevent unwanted behaviors if you are not there to correct or stop them. Dogs need to be taught what is acceptable and what is not. If you just leave the dog out how can you teach or catch him in the act. Some dogs take longer then others to learn. Be patient.

You might want to go to a second handstore,yard sales, or a store and get hard rubber toys, some teddy bears to chew up, pillows, blankets to chew on and to play tugg of war with.

you could kill the plants or the dogs....haha jk jk, its winter so i wouldnt wrry about it 2 much, and if it is really bugging u just dont let him out of the house and when u do dont let him around the flours u know german shephards kill and injure kids so i wouldnt let them around any little ones when they cant chew on any flours. Just a heads up!

Put poop where you don't want the dog to dig. Dogs don't like digging in their own poop. That way you prevent digging and you get fertilizer. You might also want to try chicken wire, too.
