It's the Anal Sacs. Don't let people tell you it's worms.
Many people own pets for years without ever learning that anal sacs exist at all and the “wive’s tale” that worms cause scooting erroneously continues
Here is the best link I've ever found: http://www.marvistavet.com/html/body_anal_sacs.html

It's not worms or his belly would be distended and he would be acting sick. His anal glands need expressed. You can take him to the vet or groomer to have this done. they can show you how to do it at home but it's an awful nasty job!
Here's info on worms so you know:
Common Signs of Worm Infections
Some of the common signs of worm infections are listed below, but these may also be symptoms of other illnesses. When ever your pet is acting ill, we always recommend an examination of your pet and an analysis of a fecal sample.
A change in your dog's appetite, a distended abdomen in puppies, coughing of hiccupping resulting from the coughing up of worm larvae emerging from the lungs. Weight loss, weakness, a dull coat, vomiting or diarrhea observing the worms-either round worm, which looks like spaghetti, or tapeworm segments that look like grains of rice in the stool or on the fur.
Exercise intolerance, due to heartworm.
And here's info on anal glands:
Anal sacs (also called "anal glands") are two small glands just inside your pet's anus. The material secreted into these glands is thick and foul smelling. Most animals can empty these glands voluntarily for scent marking or in self defense (like a skunk might do).
Domestic animals have largely lost their ability to empty these sacs voluntarily. Walking around and normal defecation serves to empty the glands but some animals become unable to empty their glands on their own at all. The sacs become impacted and uncomfortable. Dogs with impacted anal sacs usually scoot their rear on the ground in an attempt to empty the glands. Some dogs will lick their anal area and other dogs will chase their tails. Cats often lick the fur off just under their tails.

Sounds like either an allergic reaction , or worms, or fleas, or just dry skin.
Put olive oil on your pups butt and if that dont help, get an aloe vera plant for the itchy.

It could be either worms or the anal sacs. Take him to the vet and have him tested for worms and get his anal sacs drained. Not very expensive.

He could have fleas, or worms, so he needs a trip to the vet.
Regardless of the breed, many dogs have this problem until the vet tells us what it is.
God bless.

I'd call a vet, it sounds like worms. You can easily go to the grocery store, hardware store or the vet and get some worming medicine. Just make sure, you get the right dosage for his/her weight.
