Do you trim them? That helps.
I also spray a squirt of flexible hair spray on my finger and smooth them down.

I had the same problem so i asked my hairdresser and she waxed my eyebrows, trimmed them and then told me to brush them with an eyebrow brush and then either put hairspray on an UNUSED toothbrush and brush your eyebrows again or put a little gel on them (after brushing them)

Brush your brows upwards then trim the obviously long ones with nail scissors. Brush them back down using an old mascara brush then put a little vaseline on them.

do this: First make sure you start getting them waxed [ you can get them waxed for as little as $5 if you go to a salon academy and have the more exp students do them.] then you should go buy a good eyebrow slicker - try mac eyebrow mascara : it comes in clear / blonde / brown/ black .

Wet them and put a little bit of gel on them. It could be actual eyebrow gel or it could be normal hair gel.

if you tweeze them that might be your problem, when you do it, don't tweeze straight up, do it to the side, or if u have curly hair try using a bit of shampoo for straightening them out. Comb them a lot and they will get used to being flat, or if they are too long CAREFULLY snip them. you can also use gel, and very often pass your hands over them and arrange them.

lol, try rubbing chapstick on them, and then smoothing the hairs into place with an eyelash brush. It sounds wierd, but hey...IT WORKS!

Try clear mascara or brow gel to keep them in place.
This just occurred to me now--try Vaseline, I'm sure it would hold them in place.
