BIOS is not a network protocol.

As said in the previous posts, BIOS is the basic startup software built into the computer itself. It has enough information to boot from hard drives, floppies, usb, etc.
NetBIOS is an old networking standard. I believe it runs on top of TCP/IP or token rings.

BIOS refers to the software code run by a computer when first powered on. The primary function of the BIOS is to prepare the machine so other software programs stored on various media (such as hard drives, floppies, and CDs) can load, execute, and assume control of the computer. This process is known as booting up.

BIOS is the input output system of the computer, it isn't bootable or routeable it's imbedded in the processing chip.
