What exactly is a Rescue Officer?
Is that a fireman or Emergency Medical Technician?
I've never heard of "Rescue Officer" before.....BUT certain jurisdictions have the position of "Fire Police".......Firemen who have police powers at fire scenes....is that the case here?
But "Fire Police" in places that I'm aware of do not have radar or have their speedometers calibrated so I don't think a speeding ticket would hold up in court.
IF you were speeding and he wanted to write you a ticket.....he'd be better off writing you for Careless Driving or even Reckless Driving.....but how could he prove you were speeding?

Yes, if they are sworn Peace Officers at the time of your offense and are operating within their jurisdiction (State, local or Federal). Many rescue officers are sworn officers.

if your talking about fireman or paramedics or rescuse squad then the answer is no! you must be a certified law enforcement officer to issue a citation.
