Our town owns our utilities and we've recently turned down a contract for coal in our small mountain community, so would like really good input on how to keep our lights on and our heat going, especially for those on fixed incomes, like our seniors. Be specific, please.

Part of your answer could be solar panels producing electricity. Not every site is ideal, but many of your townsfolk could get most, if not all, of their electricity from solar panels on their roofs or in the yard. I know a company that will be renting solar panels to individual homeowners in the near future. The rental rate will be fixed for up to 25 years at or below your local utility rates. The rate will be based on the amount of power produced at each house and there will be no investment required. The company will be responsible for installation and maintenance, replacing and fixing the panels and components, etc. So seniors and all other won't have to do anything to keep them running.

Historically its been the high cost of buying the solar panels that has kept most people out of solar. But this way, by renting instead of buying, this obstacle is eliminated. If you will email me, I will be happy to give you more information. bullshoalsblues@yahoo.com

There are a couple ways you can get green energy.
1) windmills are effective green energy. The issue with this energy source is do you have enough wind... If that is not a problem go with this

2) Solar panels. Its a good idea but high capital cost.

3) someone mentioned hydro... I wouldn't go with that as its not really as green as its promoted to be. It still releases greenhouse gases in the form of methane, and it degrades the environment too.

4) burning of biomass. If you have say a hog barn or feetlot nearby the burning of the fecal matter can produce engergy and heat. Heat to warm buildings that are close to the power plant.

If you are receiving good sun light you can always use solar lighting system, solar water heaters etc.
As you have mentioned about mountains there might be very good wind in your area you can get energy out of it by installing windmills,
Hydroelectric power is one good source without much pollution. So now you concentrate on these options.
