She is a foreign exchange student this year and after I asked her to be my girlfriend (third date) she said she didnt want to have a boyfriend because she didnt want either of us to get hurt. That was two months ago. We spend almost all of our free time together and lately we have acted exactly like boyfriend and girlfriend without the kissing, holding hands, etc. She tells all of her friends (even guys) in her language "I love you as a friend" but she won't tell me that. I like just being friends but I dont know if I can stand not to ask her out or kiss her. To me she is the perfect girl but I dont want to make things wierd with her.

She knows she'll leave one day and won't be there anymore so she couldn't get attached to anyone. She doesn't want a boyfriend, she likes you but doesn't want to hurt you, so just want to be friend. If I were her, I'll do exactly what she does. If you be a "special" friend for her, she'll leave your country but you'll be always in her heart, her memory. If you become her boyfriend, she'll leave heartbroken and know she has broken your heart too.
I'll suggest you not to pressure her to be your gf. Continue having a great time with her. If you really can't stand it anymore, tell her you really like her a lot but you respect her wishes so if she wants to stay friends, that's what you'll be, but you just want her to know how you feel about her.

I'd say there may be not anything incorrect in asking her once more however watch out. You must no longer look stalker-is or determined. Ask her if she needs to hang around or do whatever casually. If she really loves you and you know her than go for it, if you love her and she likes you then talk to her, if you absolutly adore her and she doesn't really care then ask her to go out for coffee. It's kinda like a love letter, you send it in, and she falls for you, so you just have to make her fall for you on her own, and think that she loves you and then ask her, if that doesn't work than take her to you'r house, if you really love, love, love her and she doesn't know than tell her "I want to spend my life with you!" I would do that if I was a boy or man! Just stay cool. Okay, bye.

i think you should ask her out again. she might just be shy and not want to ruin a friendship. but if you really like/love her you should be willing to risk that if you think its worth it
