Picasa is free and is a nice way to store photos. It also allows you to do basic photo changes

GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring. It works on many operating systems, in many languages.

I would perhaps suggest you start with a free program for beginners then move up when you outgrow it, most people start up with irfanview, the gimp and Picasa.
I always suggest Picasa to everyone as it is the simplest of the lot and everyone likes it, it's free and very user friendly

Gimpshop from Plasticbugs.com is an easier to master version of GIMP. Make sure that you download the version for your OS (Win or MAC). Photofiltre is a great one as well.
