Carry-on is by size- it has to fit in overhead bin or under seat. Checked luggage can be an extra $25-$40 if over 52 lbs.

Both. Check the airline website for specifics. Just a heads-up, British Air is really picky about the weight of carry-ons. Most carriers will let you slide by with a little extra weight, but not much.

It is by both, you should call your airline to ask dimensions and wieght allowed, and respect the rules, I once had to leave things because it wouldn´t fit through the detector (now they make the smaller to catch you!!)
