What if this someone also talks about his wishes for the future for both of us, about possibly having a life together?

It means either a) they like you a bit, but just that bit, or b) they love you but are too shy to put it in words, in otherwords, just an euphemism

It means they care about you more than just a casual date or friend. Maybe the relationship is too new to express anything deeper or maybe they want to see how you respond. If you feel an emotional tie - then you should fess up, if not you should let this person know that.

when someone tells you that they have feelings for you that means they like you. if you like someone and you dont to make it sound really childish instead of saying " i like you" you say" i have feelings for you". the person that said this could have feelings for you. they may be very fond of you.
