Blower motor resistor is bad...
Switch allows high speed since that is a straight thru connection
All other speeds must go thru the resistor which lowers the voltage which reduces the fan feed.
REMOVAL
Disconnect and isolate the battery negative cable.
Remove the kick cover from the heater-A/C housing. (passenger side lower dash )
Blower Motor Resistor Remove/Install
Pull out the lock on the blower motor resistor wire harness connector to unlock the connector latch.
Depress the latch on the blower motor resistor wire harness connector and unplug the connector from the resistor.
Remove the two screws that secure the resistor to the heater-A/C housing.
Remove the resistor from the heater-A/C housing.
Reverse the removal procedures to install. Tighten the mounting screws to 2.2 Nm (20 in lbs.) .

Almost always will be the blower motor resistor gone bad with these symptoms. Follow the steps already posted to remove the resistor and you can look at the resistor and usually see the coils broken (or a burn spot if it's a solid state resistor).

It sounds like to me that you're control switch is trying to go out.
