we live in canada and that is very normal in young children. Their body uses circualtion more for the torso then the limbs (especially hands and feet). My daughter had to wear gloves (warm ones) even in +0 weather.. now that she is 7, she is more like an adult with the need for gloves

The best medical advice comes from a Dr. or other healthcare professional. I would deffinately call your Drs office and ask. You can always check circulation to the fingers by pressing on the nail bed. You will see that the area will turn white because you are temporarily cutting off superficial circulation. Let go, and count how long it takes for the skin to return to normal color. I believe for children it should take NO LONGER then 2 seconds. Even if the capilary refill (what you are checking when you do this) is within normal limits, I would still ask a medical professional. Always always contact the physican or physican's nurse when you have questions regarding your childs health.

Putting the lotion on before going out to the cold weather is actually bad. Lotion needs to be applied in the evening before sleep. Instead of wearing gloves she should wear mittens - they are much warmer and better than gloves. There is no other solution than better warmer mittens. Everyone is different. It doens't necessarily mean poor circulation. I need average gloves now, I used to need really thick mittens before the age 13 (otherwise my hands would be red and chapped too) my brother didn't even use gloves till the age 14 now he needs them.

I agree with all that answered, 'go see a doctor;.
However, even if you ARE a doctor, you all should have answerd exactly like fongwongdong who said just that; 'go see a doctor'.
Only a doctor that SEES the individual 'in person' should make any kind of diagnosis.
I don't know how what words to use to properly convey this message so I hope the following words work.
I don't recommend anyone ask questions of Yahoo Answers or any other similar website when it concerns something that is happening to your body that you have the slightest idea that something could be wrong.
Don't self diagnose or ask others that are not doctors.
GO SEE A DOCTOR.
…IMMEDIATELY.

I was present at an aromatherapy course, and a lady showed us how to massage hands with special oils. as cedar, lavender and other mixtures of fine oils. That could help. Find an aromatherapist in your environment.
I think she had damaged them by freezing them when going out at minus temperatures. It takes time to heal them. Soak them in warm slightly salted water: one teaspoon for 750 ml of water, and massage them in that water not less than 20 mins. Never let her go out without gloves, which should be mittens when 0 degree and less, fingers should be together in the mittens and not separate as with gloves.
