I don't think God finds it wrong unless you have sex with children.
The people with two sets of genitals need medical help to choose a sex.

Well, they will have the psychological tendency to one of the genders, so if they can choose and are financially capable, they could have an operation and remove the "unwanted" genitals

That is a good question. I know that God is just and if those people seek His will, He'll guide them. It's not for us to judge.
