For the Army - use AR 670-1 (Army Regulation for the wear and appearance of uniforms). It all depends on the award itself (unit or individual) and then the wearer even has a choice (if you go with the 1/4 inch then each row must be 1/4 inch or you have the option to have them all touching, but you can't mix and match; 1/4 inch and then touching and then 1/4 inch etc.). Best to consult the regulation - I linked it below in pdf format.

Go to www.armyawards.com, and it will build your rack for you in the order that the awards go, plus tell you where all the brass goes on a uniform. Extremely helpful, I use it all the time.

If you know which branch it's for, which I'm assuming you do, go to this website:
http://www.ribboncheck.com/ribboncheck.php
it has the prominence list for each branch, and the order they go in.
