you can do it either way. it will taste better if you saute them until they are soft and then add them. but its is all up to the descresion of the cook.

that would depend on two things how raw you like those two items to taste in the final sauce and how Long you usually cook your sauce. One sauce that I prepare takes 8 hours of slow cooking and another takes 5 minutes if you want to leech out as much of the flavor from those items saute them in a bit of butter or olive oil then dump all of that into the sauce

You can add them without cooking them as long as you cook the sauce about 5 minutes to tenderize them a bit. However, for a really good flavor saute them with onions and garlic in a bit of olive oil, and then add to your sauce. MMMM good.

I like to cook the onions, red and green peppers (mushrooms if I use them) together with the hot Italian sausage. Then I drain it and add to the sauce. If you plan to simmer the sauce for hours, you won't need to pre-cook them.

most italians cook the vegetables separate than add them to the tomato sauce. that's what i do but i usually add the mushrooms after because they really don't need cooking time

if you let the sauce simmer for around 15 minutes you can put veggies in raw, but if you are going to serve the sauce quickly, i would cook the veggies first.
