How can I backup and restore e-mails by simply restoring these files? I am unable to use the backup feature in Outlook because the Windows itself is pretty much screwed up and won't start. Is there an easy way to backup mail, the address book, and account settings and restore it easily once I have a new clean installation of Office again?

Very easy..

Assuming you have windows XP..

Go to control panel> Mail > Data files in the middle of the box, and then click the Open folder button..
There are your Outlook (.pst file) that contains Everything... including your contacts, emails in your inbox, etc...

Just copy the Outlook.pst to a CD or somewhere you are doing your back up to..
Good luck

Besides the solution above you can also use 3d party software in order to backup your Outlook files. The best one on the market is True Image by Acronis. If your system is not stable I highly recommend you to backup not only Outlook files but also all your important data. You can read more about this product here: http://www.acronis.com/homecomputing/products/trueimage/
