I have a final exam coming up and I need some help. The topic is, "Is law enforcement doing enough to try and stop gangs?" I need references please! Thanks you soo much!

Yeah, great Tam.

We'll just pretend that New York is all in a tizzy because someone got hit with a flashlight, not *another* unarmed BLACK man was shot to death by police.

Given the rampancy of the abuse of power, my question is how can they possibly have not solved the problem yet? If giving these guys a longer leash was really the answer, they'd have fixed it by now.

You wanna hear about people getting hit with a Flashlight?

This is a summary of flagrant excessive force and abuse violations. This is JUST for my hometown, Minneapolis.

April 17, 1993: Two officers find two Native American men sleeping infront of an appartment building. They call for an ambulance then cancel the request, stuff the guys, both of them, in the cruisers trunk. Both of the officers had the subject of mutliple complaints.

Aug 5, 1994: An officer pulls over a woman, apparently intoxicated. He propisitioned her and finding the woman uninterested, drives her out to a secluded area and rapes her. Investigators find several compaints about sexual misconduct involving the officer, even though he had only been on the force for a YEAR AND A HALF.

Jan 1, 1991: An off duty officer in uniform at a club arrests a patron, cuffs him and the victem claims he was kicked and beaten in the kitchen while handcuffed. Several witnesses testified to support the victem's claim. Federal and Local prosicutors decide against persuing the case, saying they don't think a jury would convict.

The victem took his case to civil court and won a trial to the tune of $700,000. The largest award in a police misconduct case in the city's history at that time. After legal fees, one officer's arrogance and temper costed tax payers OVER ONE MILLION DOLLARS.

The city settled another excessive force law suit before that regarding the officer in 1991. Settled again with another plantiff who had aledgedly been beaten by the officer on the same night. And yet another one for an incident in '92. In 89, as a sergeant, he led a raid on the wrong home, in Minneapolis, the use of Flash Grenades causing a fire which resulted in the death of an elderly couple who lived there.'

The Cheif of Police fired him TWICE, both decisions were later reversed by an arbitration and this man, whom his own Cheif had called "incompetent, unprofessional and inappropreate at best. At worst consituted criminal assult", STILL SERVES ON THE MINNEAPOLIS POLICE FORCE.

January 1995: An officers ex-girlfriend accuses him of throwing her down two flights of stairs, knocking her unconcious by beating her head against a concrete wall, taking her back to his house and sexualy assulting her while holding her capitive. This officer also had a history of complains and had been suspended three times and fired once, which was again reversed. He also remains on the force today.

Look closely and you can see the emergance of a Police State in the works.

Thats kind of a tough question. Doesn't it kind of depend on your persective? Anyways...i'm a cop and I work mostly with teens. I have had some training on gang related issues. Part of the difficulty law enforcement has in dealing with gangs is that they are difficult to infiltrate. Due to the fear and intimidation some gangs inspire people are unwilling to provide information against gang members. The make up and structure of gangs can also be difficult for untrained officers to recognize. Three or four kids committing various property crimes might seem like a group of friends acting like punks or it may be a sub-group of a larger gang. I think the biggest difficulty facing law enforcement is recognizing when gangs are operating in their community. Once we figure out I think we do about all we can legally to stamp it out. The reason most people join gangs is a common interest. Most governments tend to demonize any group that tends to oppose it's principles thereby side stepping their own constitutions that allows for decent. The government uses these demonized gangs to instill fear into its citizens so as to inflate the mammoth bureaucracy that feeds on fear. As we now have over 3 million people in jail, the USA is no longer competitive on the world economic stage in part because of the huge prison population. With a 9 trillion national debt and the voters calling for more law enforcement it's just a matter of time before we spend ourselves right out of existence.

One VERY productive area to research is the source of gangs in the US. Most of the gang activity these days are groups that are located in south america, who filter in through mexico. This is pretty much the entire illegal immigration issue in a nutshell. Think about this a second. Illegals are 2% of the population but 35% to 40% of the prison population. In california, something like 90% of the felony fugitive arrest warrants (note that mexico refuses to extradite violent criminals) and 95% of the murders are done by illegals. What's going on here? Illegal immigration is almost solely about drug gangs and worse (paramilitary gangs) from mexico and places south, coming here seeking drug profits and victims for violent crime.

So, if you want to know where the problem is in law enforcement with respect to gangs, it's at the border. With close to 1 million illegals coming in every year and most of them violent criminals, hell no, law enforcement isn't doing enough.

The question is what to do about it. More officers. Better equipment. Build the fence Congress mandated. All these are a good start. But, quite frankly, the problem is so bad, we really should create a new branch of the military to handle this and go for a zero tolerance policy on illegal crossing.

How about, "Law enforcement is doing all they are "allowed" to do." If people would stop getting bent out of shape over every thug they see getting hit with a flashlight things might improve.

There's a reason it's called Law EnFORCEment. That work FORCE is there because sometimes FORCE is necessary. Trust me, when gangbangers are carrying a gun, harsh language just isn't going to cut it.
