Normally a Dependent means a -->Child<-- or someone so handicap you have to be their everything.

I do not know if a spouse counts,.. if they were not retired they obviously would not. If they are retired they don't if they are getting retirement. If they are unable to function or survive without you then they might,... but odds are they are not your dependent.

Added: I am looking around and it appears to vary from City to City. So you will need to look up your City to find out the specifics. Or County,.. try doing a search for your County and seeing if there is anything on the site. It will be under Human Resources,.. Benefits.

Generally, spouses are considered just that, spouses. For tax purposes, you are usually required to file a joint return. There are some conditions under which you might file separately, but this is usually not in either party's favor. For such things as dependent's benefits like health benefits for instance, your husband could be considered a dependent, or you might be considered his.
Local taxes often differs, but most tax forms allow married people to use one form.
