I haven't been able to find out who the architect was but here are some facts about the hotel and its origins:
Built in 1910 on the initiative of the department store "Bon Marché" (which now belongs to the LVMH corporation), the hotel Lutetia was the first art-deco hotel in Paris.
Located in the heart of Saint-Germain des Prés, it witnesses the artistic revival of the inter-war years, and accommodated numerous noted painters and writers (Picasso, Matisse, André Gide…).
Other famous personalities stayed at the Hotel Lutetia : Alexandra David-Neel on her way back from her trips in the Far East, the singer Joséphine Baker with her numerous children, and General Charles de Gaulle during his honeymoon.
Nowadays, numerous international celebrities elect the hotel Lutetia as their favorite meeting place or their second home due to the charm of the Hotel and discretion of the staff ; providing for their well-being and safety.
Its soul is still fostered with the presence of works of art through permanent exhibitions of sculptures by Philippe Hiquily, Arman, César or Chemiakin.
Since 1955, the Hotel Lutetia has belonged to the Taittinger family. In 1973, all the hotels of the " Groupe des Hôtels Concorde ", such as Hotel de Crillon, Hotel du Louvre and Hotel Lutetia were gathered within the Concorde Hotels Group. Presently, it represents over 92 hotel members worldwide.
Hope this helps!
