Seagal, he was the first white man to train with Chinese Monks...or so I'm told. He doesn't waste time with fancy ****, he just steps in and lays a whoopin. Not that Chuck Norris is a wuss, he did have the worlds fastest round house kick back in the day.

If you're saying in a real fight and not just in the joke manner that most people are answering it as, then Norris, simply because he did American kickboxing which, though it has its faults, is an alive martial art.
Let's face it, aikido is almost devoid of alive resistant training, and the broad majority of those fancy throws you see aikidoka use are only possible with fully compliant partners. American kickboxing has lots and lots of issues, but at the very least, it is competitive, it is resistant and it is alive.
As such, an American kickboxer would beat an aikidoka. and so Norris beats Segal.

Chuck Norris.... only because he can look at a woman, point to her, say "BAM!" and make her come. Has Steven Segal ever done that? Didn't think so!
But on a more serious not, I think Bruce Lee would kick both of their butts!

Both are excellent Martial Artist and where great teachers. Mr. Norris is in better shape now that Mr. Seagal. My vote would have to go to Mr. Norris, but Seagal was one tough and formible martial artist.

although chuck norris and steven segal are well trained martial artists wesely snipes could take them any day of the week.but if i had to choose it would be chuck norris.
