I've already used the reg tweak to move the menu bar up top where it belongs but I'm looking for one to put the links bar where it belongs.

have you tried pointing to the area before the letter L in links and when the four way arrow appears drag and drop the Links bar to where you want it?

when you right click on any empty part of the bar. uncheck the lock toolbars command. you should see ~4 dots appear next to that bar. hold the LMB down and drag.

Just click and drag it. Click on it and hold - when you get a 4-headed arrow, drag it to where you want it
