If you catch their eye and they make eye contact with you and then look away and look back and look at you again and smile that usually means they are open to you approaching them.

Well if you dont wanna get shot down just approach in a casual manner, not liek "say baby what's your numba" Look at wat she's dong and think of sumthin to say that makes sense.
