Yes, English is taught in Japan. Public school teach English from 7th grade all the way up to college. At college, every student must take English course,as 2nd language,no matter what his or her major is. Out side of school system, there are so many private or I should say commercial English language schools and filled with lot of students who want learn English.They are very eager to speak English. Years ago Japanese English education was inclined to reading and writing and not much taught conversational English.But things were changed since the incident that Japanese visiting student was shot and killed in California,because he didn't understand the word "Freeze!" If the man said to the student "Stop!" or "Don't move" that wasn't happened.That was very sad unfortunate happening.That changed course of Japanese English education.

Yes, English is taught in all the schools starting around 7th grade. However, some people don't learn it well or just don't like to speak it so not everybody is actually willing to speak to you in English.

Actually half the people there speak english. I visited Tokyo with my fiance, and there were several people who were able to help us out. Also, we have some family friends that live there (an hour train right outside of tokyo) and work with the US base. She teaches english at a community center to the elderly. Its about the only job she could get, being that she doesn't speak japanese.
