When you mix cornbread put it in the oven as quickly after adding the liquid as possible. Do not overstir, mix only until blended, since the leavening agents such as baking powder/baking soda start to act rapidly when the liquid is added and you will lose that action if it doesn't reach a certain temperature as soon as possible. You might also check the date on the baking powder to see if it has expired as well as use double acting baking powder. If using a mix, check the date as well as place it in the oven as soon as possible. Go to www.allrecipes.com and check out the cornbread recipes and see which appears to be one that is not going to be dense and low. However, the nature of most cornbread is to be dense rather than light, fluffy and high.

are you sure you use enough baking powder
that is what gives cornbread the lift
or if you have a buttermilk cornbread recipe
you can use baking soda
baking soda combined with an acid(buttermilk) gives lift
try using xtra baking powder
start with 1/2 tsp or so

Maybe add a little more baking powder or baking soda both are levening agents and aid in rising of breads and cakes.
