Congress Can't "abolish" any part of the Constitution. To change the Constitution requires an Amendment.
Amendments don't just Happen. Either 2/3 of the states must petition for an amendment, or 2/3 of both Houses of Congress must vote to call for a Constitutional Convention.
In a Constitutional Convention, any lawmaker can propose Amendment that they want... (Flag burning? Abortion? Prohibition? Its wide open... That's one of the reasons very few lawmakers want to start monkeying with it...)
If a new amendment emerges from the Convention,, then 3/4 of all State legislatures must vote to "ratify" the new law. This typically has a seven year window in which to happen.
Governor Schwarzenegger will be a little old body builder before anything like that could get done.
A last note. You have to have been "born American" for a reason. We don't want someone with divided loyalties making decisions involving other countries. Would you want to wonder if your President allowed his love of another home land to influence decisions of life and death or war?

No. I do not believe that the Constitution should be amended to allow any immigrant (not just Arnold) to run for President. I have nothing against him and I understand that somewhere deep in the past we are all immigrants and the time may come where Congress should initiate an amendment; however, I do no think that should be done where there is anyone poised to run. It should be done (or should have been done) when no one thinks it is possible.

properly I do stay in California and he's our "governator", yet a number of his present day judgements have been far too liberal for my liking, as a registered self sufficient. even with the undeniable fact that, I do relish a number of his new innovations and his potential to realize out to the two conservatives and liberals. he's extra of a reasonable in maximum factors. So confident, if he have been even allowed to run for President (albeit the form prohibiting it), i could evaluate a vote for him.
