leave him a post-it of you asking him to ask you out. Its cute and allows him to be the man which is important seeing as he probably has very low self esteem due to his 28 years of abstinence. if it back-fires then yuo should thank your lucky stars your in different branches so who cares. and its better taking that chance than not knowing. plus you can do your bit for humanity, you made a 28 year old virgin happy and gave him a slight ego boost. its blunt, but hey, the truth always works.

Get a few friends together for an outing who will be fun - once he's having fun you're in a position to be seen as a potential date. Make it uneven, like 3 girls and 2 guys, so it doesn't come off as a date.
In any event, it's just a cool thing to not be in a pressure situation and socializing as a group (not double, triple, etc) allows for this.

play cool. don't do anything that make him believe that you want something from him. try to ask stupid questions to him like what is the time, or how is your day etc... or try to see him so that you will talk together.
