.You need a naval piercing needle.
.boil it and the ring. (or burn the needle if needed. soak it in alcohol)
.Vaseline around the part where it will be pierced to make it easier to slip through.
.need to lay back enough to get the extra skin but if you grab is and feel a tingle under your belly button (or is you have to pee)then you grabbed a major vein that you dont want.
if you Peirce through that vein then it will kill you, thats why its not the smartest thing.
&& ice helps but it wont numb fully so there will be pain.
..stick the needle through and quickly apply the piercing. pull it up, and down and twist the rings end on and put Vaseline around it.
..clean the area every day and do the same as you would if it was your ears getting pierced.

all ihave to say is your sister is a complete idiot for even thinking abotu doing that!!!!! liek someone else said! have fun with an infection!!
tell her to save her mpneg and get it done right the first time a a profesional shop...thats why they are there....adn trained to do that they do
an NO they dont use sewing needles to pierce your navel either......hint hint. go get it done by a pro so she doesnt screw herself up.....

Listen...Im gonna tell you that when me and my freinds were young we did this. We got a book that showed us how and everything....her belly button started turning red, got infected, puss started coming out of it and then she got VERY sick..this is a TERRIBLE idea...if you are 16...your mom and a birth certificate is all you need for anybody to do it for you that is proffessional.

that might be a little dangerous hope she has gets it done by a professional instead of trying to kill herself self peircing her navel. good luck

it's called navel
just get a 14 gauge needle from a drug store, they use those things on hospitals to get liquids on your veins http://www.ghente.org/imagens/temas/reproducao/ia_cateter.jpg , and get a 14 g captive bead (a ring)
clean the area with alcohol, stick the needle from top to bottom using a kleenex to receive the needle on the other side. use some pictures as reference.

Just go for it be a woman about it. Heat up the needle and shove it through were you want it. You probally should do it so she doesnt **** out. Have fun

My mom did it herself. She took a large sewing needle, and sterlized it.
Then, she basically pushed it through.

too dangerous....a professions must do it. the professions are clean and know exactly how to do it. if you do it yourself, trust me it will get infected and you are asking for more problems.
