Each Electoral Commission office has the commonwealth electoral roll available for viewing in electronic form. It's free to view, but people may chose to have their name and details witheld from the public.

Just drop in to your local State Electorial office and they have the roles available for viewing.

As far as I know they are not available electronically over the world wide web.
