Actually, it lets you use a smaller OR larger filters - so you don't have to buy of each type for every different lens filter diameter that you own.

There are "step-down" rings and a "step-up" rings.

Depending on the lens (wide-angle or telephone), you may not be able to step down at all without encountering vignetting.

You have to try out a step down on that exact camera, filter, lens combo to be sure.

Buy the filter for your largest lens (front diameter) use step down rings that will fit rest of your lens. You don't want to go the other way ie. smaller filters to large lens. Buy the way you want to have a UV filter on all of your lens to protect the front glass.
