I know that there are helipads on the roofs of many New York City skyscrapers. However, at least some of these helipads are not being used. The Metlife building (used to be Pan Am), for instance, no longer uses its helipad because of a fatal helicoptor accident in 1977.

Are rooftop helicoptor landings permitted in New York city (for private/corporate general aviation, not emergency use)?

If landings are permitted, which helipads are being actively used by private citizens or corporations?

There is no way to determine what you are asking, but I can tell you that all rooftop helipads are listed on the new york sectional chart. All of them are located in the class E airspace underlying the 1500ft and 500ft class B floor near and over the east river.

Most rooftops today are locked and alarmed to prevent any persons entering, thus preventing any trespassing. Secondly, having an open container of beer while walking in the street is a "quality of life" crime and is subjected to a summons by the police. You can try to view Manhattan by a look over any of the east river bridges or the Brooklyn promenade.

"National Helicopter flies Twinstar and Bell 206L helicopters to all three airports, daily 7 AM-9 PM. It departs from three city heliports, with approximately 15-minute service to JFK, La Guardia, and Newark. The fare is a flat rate of $389 per helicopter, and each helicopter carries up to five people. For helicopter reservations, callNational Helicopter (tel. 516/756-9355)."
None of the heliports are on roof tops. One is located at the foot of Wallstreet, one at the east end of 34th Street, and the third is on the west end of 30th.

I believe that since 9/11 rooftop heliports are no longer allowed to be in use, I may be wrong and special waivers may be allowed as in Los Angeles, but I believe that for the most part roof top landings are no longer allowed.
