People's dreams reflect their minds and surroundings. Language is one variable that is reflected in dreams. I once had a dream where I was haggling with a store clerk over a scarf in Chinese, and mind you, I'm nowhere near fluent in Chinese. However, I do know enough to haggle, and that is what my dream reflected. If your friend goes to America, and speaks English almost all the time there, he will most likely do at least some dreaming in English.
On a side note, regarding language itself, language does have a powerful influence over the memory and mind. Sort of like how a memory can be triggered by a smell, sometimes memories are brought out in only one language. My Dutch friend, for example, has said that when she remembers something that happened in Dutch, she wants to speak about it in Dutch, and saying it in English is really difficult. However, when she remembers something that happened in English, she can tell it more fluently in English, and wants to use English to explain it to her Dutch family! While I haven't asked her what language she dreams in, as memories make up a large part of the dreams, I can only imagine that her dreams are bilingual like she is.

I am not educated in the field of dreams. However, I believe that our subconscience will allow us in a dream state to hear words that our brain recognizes. That is not to say that a person may for example, be on a bus and overhear someone speaking fluent in german. Although this person may not understand what the person of german decent is stating, they could possible overhear those words again in german in a dream state because their subconscience stores it. I hope I made sense with this.
