Why do Mike and Ikes come in a sealed bag (in a box) while Hot Tamales only come with a box, no sealed bag?

I bought a box of Mike and Ikes, and a box of Red Hot Tamales from Wal Mart. Both candies appear to be the same besides the flavors, but the Mike and Ikes are sealed in a plastic bag. What gives?

Red Hot Tamales uses a wax coated box so if the box becomes wet it does not effect the candy inside. Mike and Ikes doesn't so they use the bag as protection if the box gets wet.
