This is refered to as the Manufacturing tolerances. The deviation from the Nominal is the tolerance.

Many countries have a national standards agency - British Standards, American Society of Mechanical Engineers, DIN (Germany), EuroNorm etc. They publish details of a wide range of materials including metals, rubbers and plastics. Main city libraries usually have copies because they can be expensive to buy

Material properties can be found in a textbook or a table somewhere online.

For tolerances, it depends on the application. I might need a high tolerance for one product, whereas for another product the tolerance might not matter as much.
