It depends. Touching a lot could be a way of her flirting with you but it could also be that she's the touchy feely type of person. If she's talking to you like regularly and touching you then it might not mean anything but if she's laughing and smiling a lot then most likely she is flirting with you.

I'm from the south and I have the same thing I touch people on the arm while we are talking, it's a habit and just a friendly gesture.

There was a girl at work who liked to rub her boobs against my arm when talking with me. She doesn't seem to be aware that I am gay. I like attractive beautiful girls but that limit to only looking, not touching. I was patient and tried to tolerate that. I maintained my professionalism toward her, being polite but some what cold. She has stopped the rubbing act for quite a while now.

Some people are just touchers, they try to hold your attention by touching while they talk. Others are touchers because they care about you, I'm one of those. Still again there are women who touch to show they are interested. If she's single, and you're single...why not take it as a sign and go for it?
