You don't tell him, she has to. You have no influence on him/her, especially since you no longer work there, perhaps even less. If she can't handle it, pick another time to do your personal stuff. And if you do call and lie and it is found out, she has to deal with the consequenses and attitude, not you. Stay out of it.
That's like a wife calling up a company begging for her husband's job back after he's being fired.

if you new that this was something you planned on doing ahead of time, why didn't she ask for the day off? don't you think that would have been much easier? now instead you have to come up with some kind of lie. what if call and say there is some kind of an emergency and he lets her leave, what do you think will happen if one of her co- workers spots her and tells the boss? well any way i think that i would just plan it for another day.a day that she has off or she can ask for a day off. why put her job in jeopardy? besides I'm sure you have plenty of time before your banquet, if not i guess you should have done better planning.

Honestly, you should have notified your sister about your plans to go downtown much earlier than today, the day of the shopping event. Some jobs require advance notice of taking time off.
Speak with your sister now and let HER tell her own boss the reason (whatever she wishes to tell him) she will need to take off early from work. You do not need to get involved. If you used to work there, that could go AGAINST any reason for her to get off early, especially, If the boss is as bad as you say he or she is . Whatever reason she gives, she is the one who will have to stand by it--not you.
Best wishes.

The a** might respond better to plain old honesty rather than some lame excuse. He's going to know you're lying with whatever you tell him, and he'll think very lowly of you in future if you do something like use a sick mom story to get out of work. Go to him, tell him why you need the time, and ask politely and respectfully if you can have it. Then thank him, and the next day thank again with a card that says you appreciate his generosity and consideration.

your sister needs to tell her boss the truth and just go.
Do not ask for time off . She needs to tell her boss that she needs to leave early because she needs to buy a suit for an upcoming important event. Always tell the truth.

It's not good to lie, but do it anyway. Call up, and in a panicked voice say, "Her mother is in the hospital..I NEED to talk to her right now." Nobody wants to be responsible for that. They'll probably let her leave early.
And there wouldn't be any recourse because your sister can just say on Monday, "It was only a small thing, THANK THE PORCUPINES."

Tell her boss she will be leaving early for a family matter. Short and simple.

Maybe her boss is an *** because people are always skipping out of work early.

Just tell the truth! If he doesn't let her off, why not wait until after work?
